Las Vegas Unlicensed Group Homes: The 2026 Regional Review

In 2026 the Southern Nevada Council of Governments (SNCOG) — formed by Clark County, Las Vegas, Henderson, North Las Vegas and Boulder City — chose group homes as its first regional study. An interim report presented on May 26, 2026 stated that of more than 120 group homes approved in Las Vegas since 2020, only 15% hold state licences. Staff said the findings would inform state legislative proposals. A staff report with recommendations was heard on August 25, 2026.

What did the interim report find?

As summarised from the May 26, 2026 meeting: only 15% of 120+ Las Vegas group homes approved since 2020 hold state licences, and group homes averaged about 4.5 emergency service calls a year compared with 0.17 for a typical home.

Not every group home is an RFG: the study covered several home types, including sober-living and veterans' homes. The figures describe local approvals, not the state's licensed RFG list.

What happens next?

SNCOG's report and recommendations are intended for action by member jurisdictions and state entities. No new law has been adopted as a result at the time of writing; any change would come through local ordinances or the Nevada Legislature.

What does this mean for licensed owners and buyers?

Expect more scrutiny of licensing status, zoning approval and emergency call history. A facility with a current HCQC licence, documented zoning approval and clean inspection records is easier to sell and finance than one that cannot show them.

Buyers should verify a facility's licence on the state's FindaHealthFacility.nv.gov search before relying on any seller statement.
